Box 1810 <br /> Stockton, CA 95201 <br /> CLOSURE OFMODULELF-1, EVALUATIONMONITORING PROGRAM,AND MODULE 1 <br /> DEMONSTRATION OF MEETING LINER PERFORMANCE STANDARDS, FOOTHILL <br /> SANITAR Y LANDFILL, GALA VERAS CO UNTY(Case No. 1928) <br /> We have reviewed the compliance record for the Foothill Sanitary Landfill regulated by Waste <br /> Discharge Requirements (WDRs) Order No. 94-258 and applicable laws, regulations,plans, and policies <br /> of the Regional Board. Our review included documentation regarding the Evaluation Monitoring <br /> Program and the newly submitted Liner Performance Demonstration for Module 1 and Future Modules <br /> at the Foothill Sanitary Landfill(Report), dated 4 June 2002, as prepared by EMCON/OWT, Inc. Based <br /> on our review, there are tasks that must be finalized in order to comply with the minimum standards of <br /> Title 27, California Code of Regulations, Division 2, Subdivision 1 (Title 27). <br /> Closure of Module LF-1 <br /> The Foothill Sanitary Landfill (FSL) currently has one unlined Module LF-1. Groundwater monitoring <br /> wells have detected Volatile Organic Compounds (VOCs) and possibly minerals and metals above <br /> background concentrations. The Board's letter of 29 January 2001 states the following: <br /> "Waste Discharge Requirements Order No. 94-258 lists general plans for the expansion to the new units <br /> and closure of the existing unit. Additionally,the revised"Preliminary Closure and Post-Closure <br /> Maintenance Plan"(dated May 1994)indicates general plans for the expansion and for the closure of the <br /> existing unit...The county has submitted an Evaluation Monitoring Plan for a Volatile Organic <br /> Compound release to groundwater and suspects that landfill gas may be contributing to the VOC release. <br /> It is appropriate at this time to prepare a schedule for final cover and closure of the existing unit(1), as <br /> well as a final closure plan with the cost details for unit I. The Final Closure plan may need to refer to <br /> corrective action for the existing unit. Closure and supporting documentation shall comply, at a <br /> minimum,with the California Code of Regulations(CCR),Title 27 ... as indicated in the May 1994 <br /> Preliminary Closure Plan....Please respond to this letter in writing by 16 February 2001..." <br /> The County's letter of response, dated 6 February 2001, states, "The development of a new waste <br /> management module and subsequent closure of the current area of fill is currently slated for 2003." <br /> California Environmental Protection Agency <br /> �d Recycled Paper <br /> The energy challenge facing California is real.
