Based on our review, we find that the ROWD is incomplete. As <br /> discussed on 7 November 2002, we propose to begin a more detailed review of the ROWD while <br /> simultaneously drafting Tentative WDRs. The ROWD must be complete prior to the Board considering <br /> adoption of the revised WDRs. In this regard, we have focused our completeness review on the liner <br /> system design to expedite the process based on San Joaquin County's urgent request. <br /> During our telephone conversation of 6 November 2002, we discussed the necessity to upgrade the <br /> bottom liner design based on a recent decision by the Board. We require that 12 inches of prepared <br /> subgrade be incorporated into the bottom liner design of the engineered alternative geosynthetic <br /> membrane/geosynthetic clay liner(GM/GCL). The following language gives you an either/'or option. <br /> Each option must be supported by the appropriate testing protocol and construction standards. At a <br /> minimum, Appendix G, Site Earthwork (Section 02200), construction quality assurance (CQA) plan, <br /> liner design descriptions in other sections of the ROWD, and applicable drawings must be updated to <br /> reflect the following language that will be incorporated into the Tentative WDRs: <br /> a. An engineered alternative composite bottom liner system that is comprised, in ascending order, of <br /> the following: <br /> 1) A twelve-inch thick engineered soil foundation laver that shall be constructed of select fine- <br /> grained soil materials which shall be compacted in lifts of six inches or less to 90% of <br /> maximum dry density at 0% to 4%wet of optimum moisture content, in accordance with the <br /> approved constriction quality assurance plan, and shall be either: <br /> a) Compacted to attain a hydraulic conductivity of 1 x 10-5 cm/sec or less; or <br /> b) Meet the following gradation criteria: <br /> California Environmental Protection Agency <br /> CO Recycled Paper <br /> The energy challenge facing California is real.
