Map Key Number of Direction Distance Elev/Diff Site DB <br />Records (mi/ft) (ft) <br />The Tracy Unified School District submitted an Environmental Oversight Program Application (March 29, 2005) to complete a Preliminary Environmental <br />Assessment. No oversight agreement was signed. <br />According to background information (Geological and Environmental Hazards Assessment Report - Condor Earth Technologies, February 18, 2005), the <br />site and the surrounding areas were used for agricultural purposes. Two former Shell Oil Central Valley Crude Pipelines transected the proposed school <br />site for approximately 1,000 feet. Releases were identified when the pipelines were removed in 1960. <br />The Central Valley Regional Water Quality Control Board (CVRWQCB)is overseeing Shell's pipeline investigation, removal and clean-up. <br />In December 2004, Clayton Group Services (Clayton) issued a report to the CVRWQCB that summarized field investigation of Neighborhood C & D. The <br />summary report, "Former Shell Central Valley Crude Lines, Vicinity of Grant Line road and Mountain House Parkway Tracy, California" dated December <br />16, 2004, reported the following maximum concentrations of: TPH(crude oil) 130,00 mg/kg; TPH(d) 42,00 mg/kg; benzene 0.88 mg/kg; naphthalene 1.7 <br />mg/kg and several other products. Clayton divided the site into 13 areas that needed further delineation; three of the areas are located on the proposed <br />Mountain House High School (MHHS) site. <br />In August 2006, Shell and Science Applications International Corporation (SAIC) excavated 17,000 cubic yards of soil contaminated with total petroleum <br />hydrocarbons (TPH, crude and diesel range) and BTEX (benzene, toluene, ethylbenzene and xylene) from the proposed MHHS. The excavation was <br />backfilled with soil from the general area. Confirmation samples were collected; the maximum detection of TPH-crude and TPH-diesel were 2,400 mg/kg <br />and 1,700 mg/kg respectively. Detections of other chemicals of concern were below the reporting limits. <br />In December 2006, soil gas samples were collected and analyzed for BTEX and naphthalene within and adjacent to the backfilled areas of the former <br />pipeline. Naphthalene was not detected in any of the samples. The maximum detection of benzene on the proposed MHHS was 150 ug/L. <br />A Remedial Action Report (RAR — SAIC, March 2007) was developed on behalf of Shell and submitted to the CVRWQCB for review and comment. <br />DTSC coordinated with CVRWQCB on the review of the 1,000 feet portion of pipeline to ensure that confirmation samples collected were appropriate for <br />site evaluation. The report summarizes background investigation and the results of current soil and soil gas investigation conducted on of 5,200 feet of <br />pipeline. While the report gives an account of the entire 5,200 feet, DTSC focused on the 1,000 feet portion that transects MHHS. The report <br />recommends no further action. <br />The District has chosen not pursue this site further. In an e-mail dated November 17, 2006, Shea Mountain House LLC (Shea) agreed to reimburse <br />DTSC's oversight costs associated with the MHHS project. However, further investigation with respects to site clearance for a proposed school, will <br />require Shea to enter into a Voluntary Cleanup Agreement with DTSC. A Preliminary Environmental Assessment will be required to investigate the <br />MHHS site for residual agriculutral chemicals (organochlorine pesticides and metals) in soils. That project will be under a seperate site code. <br />The District approached DTSC to re-initiate this project in 2007 and a VCA was signed on December 4, 2007. (Envirostor Code 60000759; Site Code <br />104601). On April 10, 2009, DTSC approved the PEA with a no further action report recommendation.
