Hilary Garcia <br />ENVIRONMENTAL SCIENTIST <br />PROFESSIONAL EXPERIENCE <br />Hilary Garcia is an Environmental Scientist in Terracon's Sacramento office. She <br />is responsible for performing site reconnaissances and creating reports for Phase <br />I Environmental Site Assessments (ESAs). She also assists in the preparation of <br />data tables and analysis of laboratory analytical results for Limited Site <br />Investigations (LSTs). <br />PROJECT EXPERIENCE <br />DGS Printing Plant Redevelopment and Repurposing — Sacramento, <br />CA <br />Terracon provided environmental consulting services during the demolition and <br />construction phases of the former State of California Department of General <br />Services (DGS) Office of State Publishing (OSP) building and Facilities <br />Maintenance Division (FMD) yard. The site consisted of one parcel totaling <br />approximately 17.37 acres. Terracon conducted several environmental <br />investigations that included a review of architectural drawings for the site and <br />recent consultants' reports; a subsurface sampling of soil and groundwater; and, <br />geophysical surveys to map existing site utilities and locations of former <br />underground storage tanks (LISTS) and trash deposits. During demolition, <br />Terracon oversaw the hazardous materials abatement performed for the OSP <br />warehouse; the excavation and removal of the petroleum -impacted soils on the <br />central portion of the site and lead -impacted soils on the southern portion of the <br />site; and, the removal of transite piping identified during excavation activities. <br />Subsequent to the completion of site demolition and grading, Terracon worked <br />with the general contractor to prepare a closure report for submittal to the <br />California Regional Water Quality Control Board overseeing the Voluntary <br />Cleanup Agreement. Ms. Garcia composed Terracon's Excavation Closure <br />Report, analyzed the soil data for comparison to environmental screening levels <br />(ESLs), and performed a peer review of reports.
