<br />Ms. Stout performed a Phase I ESA for two properties that the County proposes to redevelop
<br />for a new administration building and parking lot. Historically, one of the properties formerly
<br />consisted of a livery, shed, and union hotel from at least 1889, with addition of a Chinese
<br />laundry building from 1893 through 1907. The site was redeveloped with a dwelling and
<br />clothing cleaning building by 1920. The site was again redeveloped with a small apartment,
<br />multiple small buildings, and a larger building occupied by P & E Co's Garage & Storage and a
<br />tire retreading plant by 1945. The larger building was occupied by a tractor sales and repair
<br />shop by 1954, and the site was cleared by 2006. Terracon recommended a Limited Site
<br />Investigation (LSI) to determine if there were subsurface impacts as a result of the historical
<br />use. Terracon advanced three soil borings and converted the soil borings to temporary
<br />monitoring wells. Contaminants of concern were not identified, and the project is ongoing.
