Box 1810 <br /> Stockton, CA 95201 <br /> PRELIMINARY CLOSURE AND POSTCLOSURE MATINENANCE PLAN, FOOTHILL <br /> SANITARY LANDFILL, SAN JOAQUIN COUNTY, FACILITY#5B390300001 <br /> The subject Plan was submitted in compliance with Cleanup and Abatement Order(CAO) <br /> No. R5-2004-0706. The Plan was submitted in compliance with CAO, which required: <br /> "By 1 February 2005,the Discharger shall submit a Preliminary Closure and Post Closure <br /> Maintenance Plan, which shall include the area(s) to be closed (e.g., crest of Module"I"), details <br /> of the landfill gas collection system and associated cost estimates, and closure/post closure <br /> maintenance cost estimates to determine funding for the financial assurance mechanism, in <br /> compliance with WDRs and the minimum standards set forth in Title 27 CCR." <br /> The report was prepared and signed by Tim Crandall, P.E. (certified and stamped) and Sarah Belway, <br /> P.E. of Kleinfelder, Inc., Sangeeta Lewis, P.E. of Lewis Engineering and Richard Prosser, P.E. of GC <br /> Environmental. Based on our review, find the plan to be complete. However, we have offered a few <br /> comments for clarification. <br /> 1. The cover letter states, "The method of closure shown is the evapo-transporative cover, which we <br /> understand has been approved for use at the Foothill Sanitary Landfill." Please be aware that we <br /> have not conclusively accepted the use of an evapotransporative (ET) cover. We have found the <br /> idea of utilizing an ET cover a viable option,but stated that a pilot-study test pad would need to be <br /> installed and monitored over several seasonal events to verify that it can meet the performance <br /> goals of the prescriptive cover. This is discussed on page 4 of the Plan. All alternative engineered <br /> cover options must meet Title 27 CCR Section 20080. <br /> 2. The County states in the cover letter they are considering asking for an increase to the maximum <br /> permitted height of the landfill which will maximize the use of the liners they will install and <br /> increase the slope of the crest of Module "I"to reduce ponding after closure. The responsible <br /> agencies, as the California Integrated Waste Management Board and the Regional Water Board, <br /> would need a joint technical document (JTD)requesting this option for consideration. <br /> California Environmental Protection Agency <br /> Q*Recycled Paper <br />
