A Certified Appliance Recycler (CAR) has been contracted to remove materials that <br />require special handling from major appliances; <br />4. Following the removal of the materials that require special handling, the County's CAR <br />will complete DTSC form 1430 and provide it to metals recyclers who transport and <br />recycle appliances received at the site; and, <br />5. Records demonstrating compliance with the applicable requirements will be retained at <br />the FSL each facility for a minimum of three years and will be made available for <br />inspection upon request. <br />Universal Waste Rec "lin <br />ling <br />In addition, the Universal Waste (UW) Exemption for household and conditionally exempt small <br />quantity generators (CESQG's) expired on February 9, 2006. As a result, homeowners and <br />CESQG's will no longer be allowed to dispose of universal waste - batteries, thermostats, lamps, <br />and consumer electronic devices — through a curbside collection program or in a landfill. In <br />order to reduce the potential illegal dumping impacts of this increased regulation, our department <br />has elected to continue to accept the listed UWs at no additional charge to the customer <br />Our department banned the disposal of the above items in the trash at all our solid waste <br />facilities, including the FSL, on February 9, 2006. Prohibited Universal Waste electronic <br />devices are those which have been tested by DTSC and found to be hazardous - VCR's, CPU's, <br />printers, cell phones, telephones, answering machines and radios. If additional electronic devices <br />are found to be hazardous, they will be immediately added to this list. In keeping with past <br />practice, Cathode Ray Tubes (CRTs) and Liquid Crystal Devices (LCDs) will continue to be <br />removed from the solid waste stream. <br />To implement this ban, the County and Foothill Inc. have taken the following steps to prevent the <br />inadvertent disposal of the materials in the County solid waste stream, and to educate consumers <br />and businesses as to proper management procedures: <br />1. FSL staff were trained on February 23, 2006, to identify and properly manage <br />Universal Wastes as part of the existing load check training program. The procedure <br />requires that each customer passing through the scale house be queried about any <br />Appliances and Universal Waste in their loads; new signage has been posted explaining <br />the waste ban and instructing the customer to declare the items to the cashiering staff. <br />Load checkers are instructed to focus on preventing the banned wastes from hitting the <br />ground at the working face. Banned waste intermingled with the refuse at the working <br />face will be removed only if it's safe and practical to do so. <br />2. All electronic and universal wastes collected at the site will be placed in a roll -off <br />container provided by the County. Once the container is full, FSL staff will contact <br />County staff to transport the container to a CAR. FSL staff will retain the necessary <br />paperwork to track the amounts of electronic and universal wastes collected at the site. <br />
