Milk <br /> CENTRAL VALLEY GIONAL WATER QUALITY C&ROL BOARD <br /> INSPECTION REPORT <br /> DATE: 25 April 2006 <br /> FACILITY: Foothill Sanitary Landfill <br /> DISCHARGER: San Joaquin County Department of Public Works <br /> LOCATION &COUNTY: San Joaquin County <br /> CONTACT(S): Michael Carroll <br /> INSPECTION DATE: 27 March 2006 <br /> INSPECTED BY: Todd Del Frate <br /> ACCOMPANIED BY: Victor Izzo <br /> SUMMARY: Inspected Foothill Landfill Module I, and Module 1. Module I is an unlined WMU that is <br /> no longer taking waste. Module 1 is the first of the lined WMU at Foothill Landfill and borders southern <br /> portion of Module I. Site improvement project includes a composite liner tied into Module 1 that will <br /> overlap Module I southern side-slope, installing a Landfill Gas System(LFG) to control gas migration that <br /> has affected side-slope vegetation(observed) and interim cover over the top deck of Module I consists of <br /> soil excavated from the borrow area. Currently, approximately 1.5 feet of interim cover has been placed <br /> over the 7-acre top of Module I. <br /> Inspection of the facility focused on Module I, Module 1, and the borrow pit south of the site. Module I <br /> appeared to be in fair condition. Vegetative cover observed was thin in spots due to landfill gas <br /> migration. Slight ponding on top of Module I was observed. Side slopes of Module I appeared to be well <br /> maintained with no rilling or channeling observed. Erosion was not a problem due to the soil type used <br /> for cover (i.e. Merhton Formation). <br /> Approved: <br />
