HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 95201-3018 <br />(209) 468-3000 FAX (209) 468-2999 <br />www.sjgov.org <br />SUBJECT: DETECTION OF COMBUSTIBLE GAS IN EXCESS OF REGULATORY LIMIT, <br />FOOTHILL SANITARY LANDFILL <br />Dear Mr. McClellon: <br />As noted in the inspection report dated June 22, 2006, combustible gas was found to be 6.0% at perimeter <br />monitoring well SG -4 at the Foothill Sanitary Landfill. This concentration is 1% above the regulatory limit <br />of 5%. Please note that all on-site structures were found free of combustible gas. <br />The closest habitable structure to this well is the on-site residence, which is over 2,500 feet from this well, <br />and which was found to be free of combustible gas in this and all previous monitoring events. Well SG -4 is <br />also over 1,000 feet from the property boundary, with no structures visible for at least two miles in that <br />direction. Therefore, we do not believe this condition threatens human health and safety at this time. <br />In conformance to California Code of Regulations (CCR) Section 20919.5 c (2), we have placed this <br />information in the operating record. <br />In conformance CCR Section 20919.5 c (3), we have implemented remediation of the situation with the <br />design of a landfill gas collection system, which will be installed as a component of the Foothill Sanitary <br />Landfill Site Improvement Project by December 2006.
