The CAO required the following: <br /> "By 16 November 2004,the Discharger shall submit a Partial Cover, Intermediate Cover and <br /> Drainage and Erosion Control Plan for surfaces that have reached final elevations or which are <br /> not at final elevations, but which will not receive refuse within 180 days for intermediate cover <br /> and two years for partial cover as described in the WDRs, in compliance with the minimum <br /> standards set forth in Title 27 CCR." <br /> Waste Discharge Requirements (WDRs) Order No. R5-2004-0020, C. Facility Specifications requires: <br /> 8. Soil cover shall be provided and maintained, in addition to intermediate cover, on surfaces <br /> that have reached final elevations or which are not at final elevations but which will not <br /> receive refuse within two years. Surfaces shall be maintained with the following soil cover <br /> thickness: <br /> Slopes 5:1 and less: a total 3 feet of compacted soil. <br /> Slopes steeper than 5:1: a total 2 feet of compacted soil. <br /> Soil thickness shall be after compaction to 85%relative density. <br /> 9. Interim and partial cover over wastes discharged to a landfill shall be designed and <br /> constructed to minimize percolation of liquids through the wastes. <br /> The report was prepared and signed by Tim Crandall, P.E. and Sarah Belway, P.E. of Kleinfelder, Inc. <br /> and Sangeeta Lewis, P.E. of Lewis Engineering. Based on our review, we find the plan to be incomplete <br /> for the following reasons: <br /> 1. On page 7, the Plan states, "Soil samples will be obtained from the demonstration area to develop <br /> compaction curves."
