Hazelton Avenue <br />Stockton, CA 95205 <br />Re: ER -86-3 (TRAINA BROTHERS) <br />Impact Area: Tracy Municipal Airport <br />Dear Mr. Baracco <br />SAN JOAQUIN COUNTY <br />PLANNING DEPARTMENT <br />This project is under the conical surface of Tracy Municipal Air- <br />port, north of the approach slope to runway 25. At this time <br />there does not appear be any conflict with the aviation activi- B.1 <br />ties at Tracy Municipal Airport. According to the Airport Land <br />Use Plan (ALUP) "Few restrictions are necessary in these areas". <br />Proposed activity for Tracy Municipal includes light jet aircraft <br />using both runways. When this occurs, noise may be objectionable <br />from increased activity on runway 29North, especially when <br />departing to the east. The City of Tracy has received noise com- <br />plaints from residents in the vicinity of this proposal. These <br />complaints cannot be charted on a CNEL noise "footprint" because <br />they are single event activities. <br />The EIR mentions that "The proposed residential receptors should <br />not be affected by noise due to either take off or landing oper- <br />ations at Tracy Municipal Airport in relation to light planes". <br />This may be true, but more than light aircraft use this facility. <br />Of the approximately 56,000 annual operations, a small portion is <br />Air Taxi, and some is military activity using heavy helicopters. <br />It should be remembered that this field was built by the military <br />during the 1940's for military activity. Tracy Municipal has 100 <br />military operations per year, according to FAA records. The Army <br />National Guard uses the airport four or five times per month. <br />The airfield is capable of handling, and has handled, C-123 cargo <br />aircraft in the past.
