PC : 9-10-67 <br /> ZR-87-3L/SD-B6-12 <br /> STAFF ANALYSIS <br /> 7=7GROUND: <br /> On August 27 , 1967 , the Board of Supervisors approved General <br /> plan Amendment No . GP-86-1 , which designated the 24-acre project <br /> site as Rural Residential . The Board also directed staff to ini- <br /> tiate an area-wide General Plan Amendment which will expand the <br /> Valpico Rural Residential Area to include approximately 410 acres <br /> in the area bounded by Valpico Road, Chrisman Road, Linne Road, <br /> MacArthur Drive , and Fairoaks Road ( refer to Land Use Map) . <br /> Presently under consideration by the Planning Commission are the <br /> concurrent Zone Reclassification and Major Subdivision applica- <br /> tions for the project site . Under the Planning Title , the <br /> Planning Commission is the review authority for the Major <br /> Subdivision application, while the Board of Supervisors is the <br /> review authority for the Zone Reclassification application. <br /> Approval of the Major Subdivision application would not become <br /> effective unless the Board of Supervisors subsequently approved <br /> the Zone Reclassification. <br /> POLICY CONSIDERATIONS : <br /> Zoning: <br /> The proposed RP,-65 (Rural Residential ; 65 , 000-square-foot mini- <br /> mum lot size) zoning is one of three RR designations which are <br /> consistent with the Rural Residential General Plan land use <br /> designation. The other two designations are RR-100 ( 100 , 000- <br /> square-foot minimum parcel ) and RR-200 ( 200, 000-square-foot <br /> minimum parcel ) . The proposed lots for the Apricot Acres sub- <br /> division conform to the minimum, parcel size for the RR-65 zone . <br /> Housing: <br /> The Planning Division has considered the housing needs of the <br /> County in recommending approval of this subdivision and has <br /> concluded that the housing that may result from this approval <br /> can be balanced with the public needs of exisming residents in <br /> the area. <br /> KEY ISSUES : <br /> The key issues for this project relate to areawide circulation <br /> and the provision of water , sewer , and storm drainage facilities <br /> for the subdivision. <br /> -13- <br />
