Item No. <br /> PC : 9-4-86 <br /> SU-86-10 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission uphold staff ' s <br /> determination that the applicant pay for preparation of an <br /> Environmental Impact Report for Major Subdivision Application No. <br /> SU-86-10. <br /> BACKGROUND: <br /> The applicant is appealing a staff decision that he pay the fees <br /> for the preparation of an Environmental Impact Report (EIR) <br /> before further processing of Major Subdivison Application No. <br /> SU-86-10 . The project consists of an 82-lot rural residential <br /> subdivision on approximately 229. 5 acres in the Collierville <br /> area, north of Lodi . <br /> The project is essentially the same subdivision approved by the <br /> Board of Supervisors on October 5 , 1981 (S-81-10) and involved <br /> 102 lots. That approval was extended to October 15, 1985. Unit <br /> 1 , consisting of 13 lots, has been built . <br /> Preapplication conferences on this project were held before the <br /> Development Committee on December 4, 1985 , and March 19 , 1986 . <br /> Most concerns regarding lot and street design, access restric- <br /> tions, drainage, and sanitation were resolved at thos meetings. <br /> EIR-79-1 was previously adopted in 1979 when the Collierville <br /> rural residential expansion was considered. Subsequently, Major <br /> Subdivision Application No . SU-86-10 was set for public hearing <br /> before the Planning Commission on June 19, 1986 , and referrals <br /> were sent to all applicable agencies. Staff had intended to cer- <br /> tify EIR-79-1 as part of the project action. Unfortunately, <br /> through staff oversight, staff neglected to recirculate the EIR <br /> as required by CEQA. This is necessary as the EIR was prepared <br /> for the earlier project on the site site. <br /> During the referral period, staff was advised of several poten- <br /> tially significant environmental impacts . In reviewing the <br /> existing EIR in light of the new information, it became clear <br /> that a "Subsequent EIR" would be required. <br /> The Subsequent EIR should summarize and update all relevant <br /> information from the earlier EIR. It should also be expanded to <br /> assess in detail the following potential impacts. <br /> 1 . Traffic/Circulation. <br /> 2 . Noise (air and auto traffic) . <br />
