SITE INFORMATION SUMMARY <br /> Lodi Air}v+rk <br /> Jahant Road <br /> Acampo, CA <br /> Background and Problem Description <br /> This is a small rural airport located in tt:e northeast section of the county, <br /> also knwn as Linds Airport. There are four businesses located at this site: <br /> 1 ) Golden Eagle Flying School, 2) Aix-port Cafe, 3) North Coast Helicopters <br /> and 4) Renfroe Flying Service. The airport has been operating since the early <br /> 1950' s although North Coast and Henfroe have been operating for 12 and 5 years <br /> respectively. <br /> The site has a long history with the County Health Department, the Air <br /> Pollution Control District rind the State Department of 11valth Services (DOHS). <br /> Various violations have been noted by these agencies including illegal dumping <br /> of refuse, illegal burning of pesticide containers and improper washdown of <br /> applicator equipment. Legal proceedings ag-iinut the airport were started in <br /> 1978 by the County Health Department for illegal dumping. However, the case <br /> was dropped when the owner complied with Health Department orders. In January <br /> 1981 , DOHS staff issued a compliance letter to the owner, Fir. Kupka, to cease <br /> and desist from improper washing of pesticide equipment. Subsequent field <br /> checks made through March 1981 indicated no washing of equipment was taking <br /> place. However, in April 1982 a drive-by conducted by the Apandoned Site <br /> Project staff showed evidence of washdown activity. <br /> Contamination by various pesticides has been verified by soil samples taken by <br /> DOHS. DDE, malathion, trichlorophenol, toxaphene and pentachlorophenol are <br /> examples of pesticides found in soil ssamples. <br /> Current Status <br /> Lodi Air-park was inspected by DOHS staff on 25 September 1984. No changes in <br /> waste management practices were noted at that time. <br /> On 7 March 1985, DOHS staff ws informed of a move by North Coast Helicopter <br /> from the site. Also, a pesticide container storage area has been removed <br /> including its fence. <br /> The site was refused for prosecution by the San Joaquin County District <br /> Attorney's office. The case was considered too old. The Department of Health <br /> Services is now requesting a Director's Order be issued to Lodi Airpark to <br /> clean up its contaminated soils. <br /> —2— <br /> LD050335 <br />
