Item No. 10 5-77-1/PUD-77-1 P/C 10-21-76 Page 2 - City of Stockton - City of Lodi - Waterloo Morada Fire District - Lodi Unified School District - Morada Homeowners Association OTHER CONSIDERATIONS - Effects of the Proiect - The project will convert _productive farmland to rural residential homesites in conformity with the General Plan. - Sixteen (16) additional homes will be placed in an area subject to 100 year flooding and with possible 'drainage problems. - Additional residences wit= rely on individual private wells and septic tanks. - The County Sheriff, Public Works Department and the Waterloo-Morada Rural Fire District will have increased responsibilities. - Mitigation Measures to Reduce Adverse Impacts - A storm drainage pond (Lot "A") will be provided to handle stormwater as presently shown on the proposed future subdivision map. This parcel would not be usable as a building site should terminal storm drainage become available, freeing Lot "A" for development. Lot "A" should be a drainage easement which would revert to Lots 5 & 6 when no longer needs, or a full lot should be used. - Road improvements, curbs, and gutters constructed to County standards should be provided to provide circulation and drainage. - A community water system with a back up well should be constructed to pro- vide a reliable safe water supply. The applicant has proposed individual wells. - As many as possible of the existing walnut trees should be preserved to provide wildlife habitat, screen the dwellings and preserve the rural character of the area. - A flood hazard report from the Corps of Engineers will be requested to aid ' in determining mitigation measures for flood hazard. - The Environmental Review Committee adopted a P<egat.ive Declaration on this application.
