Item No . __5 <br /> PC : 8-7-66 <br /> ZR-86-26 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1 . Recommend to the Board of Supervisors that they approve the <br /> Negative Declaration and instruct the Clerk to file a Notice <br /> of Determination. <br /> 2 . Forward ZR-86-26 to the Board of Supervisors with a recommen- <br /> dation to approve the reclassification from RS-10 to R1-U. <br /> BASES FOR RECOMMENDATION <br /> 1 . The proposed zone district is consistent with the General <br /> Plan because the General Plan/Zoning consistency matrix <br /> adopted by the Board of Supervisors shows the R1-U zone as <br /> being consistent with the existing General Plan land use <br /> designations. <br /> 2 . The sites of the proposed zone district are suitable for any <br /> of the land uses permitted within the proposed zone district <br /> because they provide sufficient vacant acreage to accommodate <br /> the uses listed and because they can or will meet all <br /> requirements for development which may be imposed, specifi- <br /> cally sewer allocation limitations . <br /> 3 . The proposed zone district is reasonable and beneficial at <br /> this time because it will provide conformity with the land <br /> use designations of the General Plan, and public services are <br /> or can be made available at 4 . 5 sewer hookups per acre <br /> average. <br /> 4. The proposed zone district will not have a substantial , <br /> adverse effect on surrounding properties because services can <br /> be provided, and existing and proposed uses are residential . <br /> PROJECT DESCRIPTION <br /> The proposed project is to reclassify property located in a por- <br /> tion of the community of Lathrop by rezoning property currently <br /> zoned R1-10 (Residential) to R1-U (Residential) , as shown on the <br /> staff recommendation map. This application area has been <br /> enlarged by staff to include adjacent parcels currently zoned <br /> R1-10 . <br />
