A previous subdivision for 25 lots was <br />approved in September 1981 by action of the Board of <br />Supervisors. That approval lapsed September 3, 1984. <br />The project under consideration includes 14 parcels for commer- <br />cial development, two parcels for well sites, one parcel for a <br />waste water treatment facility, and one parcel for a permanent <br />lake. <br />The project site is designated Highway Service on the General <br />Plan and is zoned Highway Service (H -S). <br />The issue with the project concerns the proposed Pommel Lane <br />access onto Highway 12. The Department of Transportation <br />(CalTrans) indicates that the location shown on the subdivision <br />map, where Pommel Lane intersects Highway 12, was intended for <br />temporary access only. CalTrans cannot allow a permanent faci- <br />lity to be built there. Upon further discussion, it was indi- <br />cated that CalTrans had purchased the access rights of the <br />parcel frontage along Highway 12. Because of this cir- <br />cumstance, a condition of approval will be required that the <br />access question be resolved. <br />The conditions of the Department of Public Works and the Local <br />Health District reflect the project's two-phase development. <br />Generally, Local Health will permit septic systems in Phase I <br />but will require a public sewer system in Phase II. Public <br />Works has concerns regarding the phasing of development impro- <br />vements; their conditions reflect this concern by requiring <br />that specific improvements in Phase II be completed prior to <br />the filing of the Phase I final map. <br />An Initial Study was prepared for the project. No significant <br />impacts were identified with the request. A Negative <br />Declaration is recommended. <br />
