The County's established Financial <br /> Assurance Mechanisms (Table 1) are in compliance with Title 27 regulations. <br /> The San Joaquin County Auditor-Controller has verified that the funds accumulated in the Solid <br /> Waste Closure Fund are accurate as of March 31, 2003 (see attached memo). <br /> CLOSURE <br /> Initial closure cost estimates reflect the costs for closing any unclosed surfaces remaining when <br /> refuse disposal ceases. For the North County Recycling Center and Sanitary Landfill, we <br /> anticipate a maximum 39 acres of landfill surface may be closed in such a final project. For the <br /> Foothill Landfill, we anticipate approximately 100 acres may be closed. Note that the County <br /> will close portions of these landfills as modules are filled to capacity, so that only a portion of <br /> each landfill will remain to be closed when the sites reach full capacity. <br /> Closure cost estimates are updated annually to reflect inflation factors(Table 2). <br /> The Harney Lane Sanitary Landfill and Corral Hollow Sanitary Landfill are closed facilities, and <br /> thus no funding is required for closure. <br /> POST-CLOSURE MAINTENANCE <br /> Accumulated funds for the post-closure maintenance of the Corral Hollow Sanitary Landfill are <br /> slightly below the anticipated costs(Table 1). However,the interest that will accrue from the <br /> current reserves will offset the possible shortage in funds seen at the present time. <br /> Post-closure maintenance cost estimates are based on the initial post-closure cost estimates, <br /> updated annually to reflect inflation factors (Table 2).
