It <br /> appears that the modules will be installed in sufficient time to allow certification of construction <br /> and the start of refuse placement before the capacities of the existing modules at each site are <br /> exhausted. This is made possible by your generously allowing the Waste Discharge Requirements <br /> to proceed without first completing the CIWMB JTD, and by our maximizing the capacity at both <br /> sites. As we discussed earlier, maximizing the available airspace includes maximizing the fill <br /> heights and steepening the side slopes at both sites. At North County Landfill, the maximum fill <br /> height will be 200 ft. ngvd, which will be reduced by at least 10 ft. of settlement to below the <br /> permitted height of 190 ft. At Foothill Landfill, the maximum fill height is 440 ft. ngvd which will <br /> be reduced by at least 8 ft. of settlement to the permitted height of 432 ft. Less settlement is <br /> assumed at the Foothill Landfill because we intend to close the active portion of the site (Module <br /> "I") much sooner than North County. <br /> This letter also confirms our various conversations regarding the Joint Technical Document (JTD) <br /> for the Foothill Sanitary Landfill. Per our discussions, the County will prepare the CIWMB JTD <br /> index for the Foothill Landfill, updating the appropriate permitting documents. These updates <br /> will reflect the current conditions (including grades) and operation of the Landfill after the <br /> installation of new Module 1 at Foothill and an update the grading plans at both sites to reflect <br /> current refuse contours. We hope to have this work complete by the end of this year. <br />
