San Joaquin Street
Stockton, CA 95201
Subject: Foothill Landfill Winterization Plan, 1994/95
Dear Ed:
This letter describes the Winterization procedures that have been implemented at
the Foothill Landfill for the Winter of 1994/95. Winterization activities were completed in
September 1994.
Dumping Pads
The Winter dumping pad is located in the southeast area of the active landfill. A stable all-
weather dumping pad was constructed that ranges from 80 to 150 feet in width and 250
feet long. An additional dumping pad was constructed that is approximately 100 feet wide
and 200 feet long, it will be utilized if the primary dumping pad capacity is exceeded.
These pads will provide a safe off-loading area for both private and commercial haulers.
See the attached drawing.
The Winter dumping pad(s) was constructed of a mixture of sand, cement, and broken
roof tiles. When moistened and compacted it becomes an asphalt type surface.
Roads
The main entrance road is asphalted and interior roads were constructed of a rock and
gravel mixture to a width of 30 feet. At this width, two-way traffic can be
accommodated.
