STATE OF CALIFORNIA Pete Wilson, Governor <br />CALIFORNIA INTEGRATED WASTE MANAGEMENT BOAR 61�'-` <br />8800 Cal Center Drive <br />Sacramento, California 95826 <br />10 <br />PH 1:52 <br />Rf MWAIM <br />Mr. Tom Horton <br />Solid Waste Manager <br />San Joaquin County Department of Public Works <br />1810 East Hazelton Avenue <br />Stockton, California 95201 <br />Subject: Completeness of Preliminary Closure and Postclosure <br />Maintenance Plans for the Foothill Sanitary Landfill, <br />San Joaquin County, Facility No. 39 -AA -0004 <br />Dear Mr. Horton: <br />On May 16, 1994, the California Integrated Waste Management Board <br />(Board) received the revised preliminary closure and postclosure <br />maintenance materials for the above facility, dated January 1994. <br />Public Resources Code, Section 43501 requires operators of solid <br />waste landfills to prepare closure and postclosure maintenance <br />plans for approval by the San Joaquin County Department of Public <br />Health Services [Local Enforcement Agency (LEA)], the Central <br />Valley Regional Water Quality Control Board (RWQCB), and the <br />Board. Title 14, California Code of Regulations (14 CCR), <br />Division 7, Chapter 5, Article 3.4 allows submittal of <br />preliminary plans when a facility is not anticipating closure <br />within two years. <br />The plan submittal is deemed complete and accepted for filing for <br />consideration of approval by the LEA (letter attached), the <br />RWQCB, and the Board. The Agencies will proceed to review the <br />submittal to: <br />(1) Determine that closure and postclosure maintenance, as <br />described in the plans, is consistent with the applicable' <br />requirements of Title 14 and Title 23 of the California Code <br />of Regulations; <br />(2) Determine the adequacy of the cost estimates; and <br />(3) Verify whether the proposed financial mechanism is <br />acceptable to provide for the costs of closure and <br />postclosure maintenance. <br />Agency staff will respond in writing on the adequacy of the plans <br />in accordance with 14 CCR 18271. <br />-- Printed on Recycled Paper -e_-, <br />
