MONITORING AND REPORTING PROGRAM 4 <br /> FOR FOOTHILL SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> D. REQUIRED MONITORING PROGRAMS <br /> 1. Solid Waste Monitoring Program <br /> Nonhazardous Solid Waste Monitoring <br /> The Discharger shall monitor all wastes discharged to the Class III landfill modules on a <br /> monthly basis and report to the Board as follows: <br /> Reporting <br /> Parameter Units Frequency <br /> Quantity discharged cubic yards or tons Quarterly <br /> Type of material discharged --- Quarterly <br /> Source(s) of material discharged --- Quarterly <br /> Minimum elevation of discharge feet & tenths MSL Quarterly <br /> Capacity of landfill/module remaining percent Annually <br /> 2. Leachate Monitoring Program <br /> Leachate monitoring will be incorporated into all future expansions at the landfill. All <br /> landfill modules and leachate collection and removal systems (LCRS) sumps shall be <br /> inspected monthly for leachate generation. Upon detection of leachate in a previously dry <br /> LCRS, the Discharger shall immediately sample the leachate and shall continue to sample <br /> and report the leachate at the frequencies listed in Table I thereafter. <br /> All LCRSs shall be tested annually to demonstrate operation in conformance with waste <br /> discharge requirements. The results of these tests shall be reported to the Board and shall <br /> include comparison with earlier tests made under comparable conditions. All visible <br /> portions of synthetic liners shall be inspected on a quarterly basis and their condition <br /> reported quarterly to the Board. <br />
