MONITORING AND REPORTING PROGRAM 13 <br /> FOR FOOTHILL SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 3. Monitoring Points <br /> Monitoring Points for detection monitoring shall be those listed in this Monitoring and <br /> Reporting Program and shown on Attachment B. <br /> Surface Water: S-1, and S-2 <br /> Ground Water: MW-1, MW-2, LW-1 <br /> 4. Points of Compliance <br /> The Points of Compliance, for each WMU, shall be those listed in this Monitoring and <br /> Reporting Program and shown on Attachment B. <br /> Surface Water: S-1 <br /> Ground Water: MW-1, MW-2, LW-1 <br /> 5. Compliance Period <br /> The Compliance period is the number of years equal to the active life of the MSWLF plus <br /> the closure period. Each time the Water Quality Protection Standard is exceeded (i.e., a <br /> release is discovered), the MSWLF begins a Compliance Period on the date the Board <br /> directs the Discharger to begin an Evaluation Monitoring Program. If the Discharger's <br /> Corrective Action Program (CAP) has not achieved compliance with the Standard by the <br /> scheduled end of the Compliance Period, the Compliance Period is automatically extended <br /> until the MSWLF has been in continuous compliance for at least three consecutive years. <br /> Statistical Procedures for Determining Significant Increases <br /> The significance of increases in indicator parameters and waste constituents over water quality <br /> protection standards shall be established through the use of the statistical procedures in <br /> §2555.7 of Chapter 15. The Discharger has not demonstrated that intrawell comparisons are <br /> appropriate for this site. Well MW-1 is identified as a background well. <br /> The Discharger shall implement the above monitoring program on the effective date of this <br /> Order. <br /> Ordered by <br /> WILLIAM H.
