Box 1810 <br /> Stockton, CA 95201 <br /> FOOTHILL LANDFILL, SAN JOAQUIN COUNTY (Case No. 1928) <br /> We have reviewed your 22 August 1994 letter and maps regarding the revised location of the new <br /> monitoring well at Foothill Landfill. We concur with the proposed location near the entrance gate. <br /> The well MW-3 should be installed prior to this year's rainy season. Please note the scale shown on <br /> the EMCON map submitted with your letter and found in other landfill reports appears to be incorrect <br /> when compared to your topographic map. <br /> After reviewing the landfill's monitoring system, we question whether existing monitoring well <br /> NIW-2 meets the standards in Article 5 of Chapter 15. Article 5 requires monitoring wells along the <br /> point of compliance, which is the downgradient edge of the waste management unit. MW-2 is nearly <br /> 500 feet from the unlined landfill. We recognize that the County has plans to construct lined landfill <br /> units at the facility in the future. However, those plans do not mitigate the need to provide adequate <br /> monitoring of the unlined landfill at this time. Therefore, we request that the County propose an <br /> additional monitoring well along the south side the unlined landfill at the point of compliance to <br /> augrnnt MW-2.
