Box 1810
Stockton, CA 95201
REVIEW OF FIRST SEMESTER GROUNDWATER AND SURFACE WATER MONITORING
REPORT, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY
The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the 1st
Semester Groundwater and Surface Water Monitoring Report for the Foothill Sanitary Landfill.
The report was prepared in accordance with Monitoring and Reporting Program (MRP) No.
R5-2003-0020. However, the required Certification Statement was not provided in the report
Transmittal Letter, which a violation of the Waste Discharge Requirements (WDRs) No.
R5-2003-0020. Furthermore, volatile organic compounds (VOCs) continue to be detected in
all soil gas wells surrounding Module I and Module 1, which is also a violation of WDRs No.
R5-2003-0020, Prohibition A.2 and A.4. Staff is concerned the current gas extraction system
is not affecting migrating gas west-southwest of Module I. Other areas of concern are SG-6
and SG-8. Although groundwater does not appear to be affected by migrating gas, continued
detections of methane and VOCs in the vadose zone outside the landfill cells is a clear
indication that the present corrective action may require a more robust system to control gas
migration.
Please review the attached Monitoring and Reporting Checklist for additional comments. If
you have any questions please call me at (916) 464-4737.
r
Todd A.
