Box 1810 <br /> Stockton, CA 95201 <br /> REVIEW OF FIRST SEMESTER GROUNDWATER AND SURFACE WATER MONITORING <br /> REPORT, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the 1st <br /> Semester Groundwater and Surface Water Monitoring Report for the Foothill Sanitary Landfill. <br /> The report was prepared in accordance with Monitoring and Reporting Program (MRP) No. <br /> R5-2003-0020. However, the required Certification Statement was not provided in the report <br /> Transmittal Letter, which a violation of the Waste Discharge Requirements (WDRs) No. <br /> R5-2003-0020. Furthermore, volatile organic compounds (VOCs) continue to be detected in <br /> all soil gas wells surrounding Module I and Module 1, which is also a violation of WDRs No. <br /> R5-2003-0020, Prohibition A.2 and A.4. Staff is concerned the current gas extraction system <br /> is not affecting migrating gas west-southwest of Module I. Other areas of concern are SG-6 <br /> and SG-8. Although groundwater does not appear to be affected by migrating gas, continued <br /> detections of methane and VOCs in the vadose zone outside the landfill cells is a clear <br /> indication that the present corrective action may require a more robust system to control gas <br /> migration. <br /> Please review the attached Monitoring and Reporting Checklist for additional comments.
