Box 1810 <br /> Stockton, California 95201 <br /> REVIEW OF SECOND SEMESTER AND ANNUAL 2007 GROUNDWATER AND SURFACE <br /> WATER MONITORING REPORT, FOOTHILL SANITARY LANDFILL, SAN JOAQUIN <br /> COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the 2nd <br /> Semester and Annual 2007 Groundwater and Surface Water Monitoring Report for the Foothill <br /> Sanitary Landfill. The report was prepared in accordance with Waste Discharge <br /> Requirements (WDRs) No. R5-2003-0020. According to the 2nd Semester 2007 report, <br /> groundwater in the vicinity of wells MW-1, MW-2R, and MW-3 has contained acetone <br /> concentrations over the last two semi-annual monitoring events. Following the 1st semi-annual <br /> monitoring event, the Discharger conducted a retest of the affected wells, which proved to be <br /> non-detect for VOCs. Following the 2nd semester monitoring event, the Discharger did not <br /> conduct a retest of affected monitoring wells. <br /> The Discharger insists the acetone concentrations in wells MW-1, MW-2R, and MW-3 are due <br /> to laboratory contamination. If laboratory contamination is the cause of the detections, then <br /> the Discharger should take the appropriate steps with their laboratory to minimize the <br /> contamination. Subsequent detections of acetone or any VOCs in groundwater, the <br /> Discharger is required by Title 27 to retest the affected wells and submit the results for review. <br /> Please review the Monitoring and Reporting Checklist.
