Box 1810 <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLATION- REVIEW OF FIRST SEMESTER GROUNDWATER AND <br /> SURFACE WATER MONITORING REPORT, FOOTHILL SANITARY LANDFILL, SAN <br /> JOAQUIN COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the 1St <br /> Semester 2006 Groundwater and Surface Water Monitoring Report for the Foothill Sanitary <br /> Landfill received 31 July 2006. The facility is not in compliance with Waste Discharge <br /> Requirements (WDRs) Order No. R5-2003-0020 for the following: <br /> • Landfill gas containing VOCs has migrated outside the landfill unit Module I. This is a <br /> violation of WDRs Prohibition A.2. which states, "The discharge of wastes outside of a <br /> Unit or portions of a Unit specifically designed for their containment is prohibited." <br /> Based on the soil gas data, landfill gas has migrated beyond well SG-1 and elevated <br /> concentrations of VOCs are being detected in the vadose zone further west-southwest <br /> in wells SG-10 and SG-11. Upon review of the LFG system layout, Plate GC-2 of the <br /> Foothill Site Improvement Plan, staff are concerned the proposed gas extraction well <br /> layout will not effectively capture landfill gas that has migrated west-southwest of <br /> Module I. Staff understands the LFG system is being completed and will be operational <br /> by the end of year 2006. Staff requests the Discharger to revisit the well system layout <br /> and evaluate gas migration west-southwest of Module I to determine whether this area <br /> will be captured by the system. Please provide a written evaluation prepared by a <br /> California Registered Professional Engineer by 8 February 2007. <br /> • Discharger failed to graph soil gas well monitoring parameters as required by <br /> Monitoring and Reporting Program (MRP) R5-2003-0020 Section D.2. which states, "All <br /> monitoring parameters shall be graphed to show historical trends at each monitoring <br /> point." This is the second NOV pertaining to submittal of these graphs. <br /> Attached is the Monitoring Report Compliance Checklist for the Foothill Sanitary Landfill.
