The <br />balance in the FSL closure enterprise fund is approximately $3 million, whereas the balancdhat would <br />have been accumulated by the minimum deposits based on Section 22226 of CCR Title 27, and the <br />present closure cost estimate should be approximately $500,00000. In brief, we are over -funded by a <br />factor of six (6). <br />The over -funding is the result of changing the method of calculation (now using the standard methodn <br />Title 27 Section 22226) and a revision in the estimated cost of closure (now using the estimate by <br />Kleinfelder in 2005 for the Joint Technical Document (JTD) rather than the estimate by the County in <br />1994). <br />In consideration of this over -funding, Mr. Adams has suggested that one or more arcual deposits may be <br />deferred if the closure cost estimatewas reasonable in the view of the Regional Water Quality Control <br />Board and our Local Enforcement Agency. Therefore, I would be grateful if you couldtake a moment to <br />review the enclosed cost estimate. This is the same estimate included in the JTD submitted in 2004.
