The operator
did not notify the LEA of any corrective actions taken between June 15 and July 20. It appears that the 0.0%
found on July 20 is due to normal variation at the site. The July inspection report will show compliance to 20919.5
so as of July 20 a NOI does not apply.
This well has been in and out of compliance for approximately a year. The facility has submitted a corrective
action plan to install one new gas extraction well and connect it to the existing gas extraction system.
Garrett
From: Gebrehawariat, Tadese [mailto:TGebrehawariat@ciwmb.ca.gov]
Sent: Wednesday, July 25, 2007 3:27 PM
To: Garrett T. Backus [EH]
Cc: Poulson, Zane
Subject: Foothill Landfill
Hi Garrett-My review of your inspection reports for April and May 2007 for the subject landfill show that
there were repeat violations of 27 CCR 20919.5- Explosive Gas Control. Under the circumstance, we are
required to send a Notice of Intent(NOI)to the facility owner and operator. This is to inform you of our
intent and solicit your input. Also, who shall we address the letter to and at what address. Thanks.
7/27/2007
