Main Street =: <br />Stockton, California 95202 <br />SUBJECT: PROPOSED REPLACEMENT PERIMETER MONITORING WELL FOOTHILL SANITARY <br />LANDFILL <br />Dear Mr. McClellon: n�6�1 <br />I� <br />This letter is to confirm our conversation earlier this week regarding the installation of a new perimeter <br />landfill gas (LFG) migration monitoring well at the Foothill Sanitary Landfill. <br />As you know, combustible gas above 5% has been detected sporadically at interim perimeter migration <br />monitoring well SG -4 (Figure 1). The Foothill Landfill is located in a remote, sparsely populated area <br />(photos attached), with the nearest neighboring residence over 3000 feet away (see Photos). SG -4 is <br />located approximately 230 feet from the footprint of the unlined portion of the landfill, but over 2200 feet <br />from the property boundary. The proximity of the well to the refuse makes detections at the well likely, and <br />not representative of the conditions at our property boundary. However, it is important that we demonstrate <br />that lateral migration is not occurring in accordance CCR Title 27 Section 20919.5, which can be easily <br />accomplished by installing a replacement migration monitoring well near the northern property boundary <br />(Figure 1). <br />This new well will be located to coordinate with the future permanent monitoring perimeter, and constructed <br />with three probes and sampling intervals reaching the elevation of the base of the refuse at the landfill. In <br />fact, this well would be a component of the eventual final closure of the site. We have obtained competitive <br />bids from drilling contractors, and hope to install the new well within six weeks. <br />We are confident that measurements at this new well will show that lateral migration of combustible gas is <br />not occurring at our site. <br />If you have any questions, please call me at (209) 468-8504. <br />Sincerely, <br />W.
