4 Current financial responsibility documents were not on file with the EHD at the <br />time of the September 4, 2012, UST inspection. <br />T23, CCR 2630(d) UST monitoring equipment is not installed or maintained to <br />detect a leak at the earliest opportunity. All monitoring equipment used to satisfy the <br />requirements of this article shall meet the requirements of section 2643(f) and shall be <br />installed and maintained such that the equipment is capable of detecting a leak at the <br />earliest possible opportunity. Additionally, all monitoring equipment used to satisfy the <br />requirements of this article shall be installed, calibrated, operated, and maintained in <br />accordance with section 2638. <br />4 During the September 4, 2012, UST inspection, it was found that the 87 -octane <br />slave UST annular sensor had been in alarm since September 1, 2011, and no <br />actions have been taken to address the alarm. <br />T23, CCR 2631(a) Primary containment is product tight. All new underground <br />storage tanks including associated piping used for the storage of hazardous substances <br />shall have primary and secondary containment. Primary containment shall be product - <br />tight. Secondary containment may be manufactured as an integral part of the primary <br />containment or it may be constructed as a separate containment system. Secondary <br />containment systems shall be designed and constructed such that the secondary <br />containment system can be periodically tested in accordance with section 2637(a). <br />4 Diesel fuel was found in UDC sumps 5/6 and 9/10 during the July 23, 2008, UST <br />inspection. <br />4 Diesel was found leaking at the filters at dispensers 5/6 and 9/10 during the July <br />28, 2010, UST inspection. <br />-> Diesel was found leaking at the filters at dispensers 5/6 and 9/10 during the <br />September 28, 2012, UST inspection. <br />T23, CCR 2632(b) Monitoring program (Monitoring and Response Plans) is <br />current and approved by the local agency. Owners or operators of underground <br />storage tanks subject to this section shall implement a monitoring program approved by <br />the local agency and specified in the underground storage tank operating permit. The <br />program shall include interstitial space monitoring as described in subsection (c) and <br />shall include the items listed in subsection (d). <br />4 Monitoring and response plans were not current at the time of the July 23, 2008, <br />UST inspection. <br />T23, CCR 2632(c)(2) Monitoring system not present in the interstitial space of a <br />double walled UST. A monitoring program which relies on the mechanical or electronic <br />detection of the hazardous substance in the interstitial space shall include one or more <br />of the methods in Table 3.2. The following requirements shall apply when appropriate: <br />(A) The interstitial space of the tank shall be monitored using a continuous monitoring <br />system which meets the requirements of section 2643(f). <br />(B) The continuous monitoring system shall be connected to an audible and visual alarm <br />system approved by the local agency. <br />(C) For methods of monitoring where the presence of the hazardous substance is not <br />determined directly, for example, where liquid level measurements in the interstitial <br />space are used as the basis for determination, the monitoring program shall specify <br />the proposed method(s) for determining the presence or absence of the hazardous <br />substance in the interstitial space if the indirect methods indicate a possible <br />unauthorized release. <br />16 <br />
