Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COOVVV7MNN Site Location: 0 W WOODBRIDGE RD <br />Activity Summary <br />Activity Date <br />04/22/2021 Received notification from Senior REHS John Alaniz (EHD) of a page and contact <br />information for the California Highway Patrol (CHP), 209-943-8600. <br />7:36 AM Called CHP, the operator took my number and will have the sergeant on <br />scene call me. <br />7:42 AM Received a phone call from Sergeant Kyle Plant, 209-607-8235. Sgt <br />Plant reported that this was called in as hazmat, but did not really involve <br />hazardous materials as the spilled material was fertilizer. A pick up truck collided <br />with a small tractor, causing the tractor to flip on its side. The farmer has begun to <br />cleanup the sulfur with intent to salvage all spilled material. Sgt Plant also stated <br />that the amount was incorrectly reported to Cal OES. The actual amount was <br />more like 50 - 100 pounds of material. <br />Discussed with Lead Senior Garrett Backus (EHD). <br />8:15 AM Left EHD. <br />8:39 AM April 22, 2021: On scene in response to notification from California <br />Highway Patrol (CHP) of a powdered sulfur spill on the roadway and shoulder due <br />to a traffic collision. Javid Farms swept up the spilled sulfur off the road and soil. <br />Three black garbage bags (approximately 50 pounds capacity each) were filled <br />with the spilled sulfur. Observed the sulfur cleanup on the road and shoulder to be <br />adequate. Observed two motor oil spills on the roadway, less than one gallon in <br />total. One oil spill had been cleaned up by Lodi Heavy Haul Towing with <br />absorbent. The smaller oil spill was cleaned up with absorbent by Javid Farms. <br />Both oil spills were observed to be cleaned adequately. The powdered sulfur was <br />collected will be used in agricultural processes. The oily absorbent was recovered <br />and will be reused to cleanup other oil spills. No waste was generated. <br />Recorded by <br />MURO <br />Sergeant Plant reported that the tractor driver was the responsible party for the <br />traffic collision. Sergeant Plant reported that the collision occurred while it was still <br />dark outside at approximately 5:27 AM. The tractor (Javid Farms) drove out of a <br />property on Woodbridge Rd and drove westbound when a pickup truck struck the <br />tractor from behind. The tractor flipped and spilled the dry material.
