CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />ORDER NO. 89-018 <br />WASTE DISCHARGE.REQUIREMENTS <br />FOR <br />WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED <br />FOOTHILL SANITARY LANDFILL INCORPORATED <br />FOOTHILL SANITARY LANDFILL FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region <br />(hereafter Board) finds that: <br />1. San Joaquin County, Department of Public Works submitted a Report of Waste <br />Discharge (RWD), dated May 1988, which included sections on waste . <br />characteristics and waste management unit (WMU) characteristics. The <br />Discharger also submitted a Design Report and Operational Plan dated April <br />1988, a Proposed Ground Water Monitoring Program dated August 1985, and a <br />Geologic Investigation dated May 1985. <br />2. Foothill Sanitary Landfill is an existing Class II -2 landfill. The <br />property is owned by Waste Management of North America Incorporated and is <br />operated by Foothill Sanitary Landfill Incorporated (hereafter ,jointly <br />referred to. as Discharger) under Solid Waste Facilities Permit No. <br />39 -AA -004 issued by the San Joaquin Local Health District, and waste <br />discharge requirements (WDRs) issued under Board Order No. 71-110. <br />-3. The approximately 800 -acre facilA ty is on"the east side of Waverly Road <br />about one mile south of Shelton Road in Sections 12.and 13, T2N, R9E, MOB&M <br />(see Attachment "A"). The facility is broken up into four separate <br />landfill units. Current acti.vities.are limited to about .85 acres of Waste <br />Management Unit (WMU) 1, which will reach its final capacity of approx- <br />imately 9,000,000 cubic yards by the year 2015. WMUs 2, 3, and 4 have <br />capacities of 1O;9OO,000 cubic yards,- 11,900,000 cubic yards, and <br />23,200,000 cubic yards, respectively. The total capacity of the facility <br />is 55,000,000 cubic yards and will reach that capacity by the year 2073. <br />These WORs regulate all four WMUs. <br />4. The Discharger has implemented a Hazardous Waste Exclusion Program.at the <br />Lovelace Road Transfer Station. The program consists of checking loads <br />going through the station, which makes up 93 percent ofwastes disposed of <br />at Foothill, and.turning away any prohibited wastes. If such wastes do get <br />through, there are provisions for removal of the wastes from the facility. <br />Foothill site personnel.are trained to check for prohibited wastes as they <br />are unloaded. <br />
