r. r: <br />T <br />'WASTE DISCHARGE REQUIREMENTS <br />r_ WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED <br />FOOTHILL SANITARY LANDFILL INCORPORATED <br />FOOTHILL SANITARY LANDFILL. FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />13. The site is not within a 100" -year floodplain. <br />_3- <br />14. Surface drainage is intermittent in nature, with storm waters draining <br />generally in a westerly direction to enter the Delta via either Mormon <br />Slough or Duck Creek. <br />15. The beneficial uses of surface water are domestic, municipal, agricultural, <br />stock watering, industrial supply, ground water recharge, recreation, <br />esthetic enjoyment., and -preservation and enhancement of fish, wildlife, and <br />other aquatic resources. <br />Land Use <br />16. Land within 1,000 feet of the facility is used mainly for agriculture.' <br />Other Legal References <br />17. The Water Quality Control Plan for the Sacramento -San Joaquin Delta 5 <br />(Basin Plan) was. adopted on 25 July 1975. This Order implements the watef <br />quality objectives stated in that Plan. Furthermore, this Order implements <br />the prescriptive standards and performance goals of Subchapter 15, as <br />adopted -by the State Water. Resources Control Board on 18 Oetober..1984.... <br />18. The action to update the WORs for this facility is exempt from the <br />provisions of the California Environmental Quality Act .(PubIic....Resources <br />Code Section 2104, et seq),,in accordance with Title 1.4, CCR, Section <br />15301. <br />19. The Board has notified the Discharger and interested agencies and persons <br />of its intention to revise the WORs for this facility. <br />20. In a public hearing, the Board heard and considered all comments pertaining <br />to this facility and discharge. <br />IT IS HEREBY ORDERED that Order No. 71-110 be rescinded and, the Discharger, in <br />order to meet the provisions of Division 7 of the California Water Code and the <br />regulations adopted thereunder, shall comply with the following: <br />A. Prohibitions: <br />I. The discharge of 'hazardous waste' or 'designated waste' at this site <br />is prohibited. <br />
