This Revised EFS is in
response to the email received from your office on October 17, 2014.
The County is proposing to install five (5) triple -probe vadose zone soil gas monitoring wells, and up to twelve (12)
additional gas extraction wells. Additionally, the County will perform field testing of the wellfield including each
individual existing gas extraction well to empirically determine the actual radius of influence (ROI) for each well.
The County will also perform EPA's VLEACH modeling of the vadose zone to ascertain the extent that landfill gas
can impact groundwater. The results of the ROI analysis and VLEACH modeling will allow the County to more
accurately determine the number and location of potential gas extraction wells, and set soil vapor standards for the
vadose zone.
The County will modify the MRP and begin monitoring groundwater well MW -3 on a quarterly basis. The MRP will
be reviewed again for potential revisions after the initial analysis is completed.
The construction costs of this work are estimated to exceed $400,000. This is substantially greater than the
County's annual corrective action pledge ($61,607 for 2014). Therefore, the County is proposing to perform this
work in two (2) phases spanning fiscal years 14-15 and 15-16.
Please feel free to contact me at (209) 953-7316 if you have any questions.
Sincerely,
TAJ M.
