Although, VOCs were detected at SG -1, they were not <br />detected at MW -3 at that time. <br />• On October 30, 2003, the County submitted an EFS presenting the results of the EMP, <br />which indicated that corrective action was completed in 1998, and the groundwater was <br />no longer impacted. <br />• On May 18, 2004, subsequent to negotiations with the County, the CVRWQCB issued <br />Cleanup and Abatement Order (CAO) R5-2004-0706, which initiated the FSL Site <br />Improvement Project, which included: <br />■ Final closure of the top deck area of Module "I" <br />■ Installation of an HDPE barrier (liner) between Module "I" and the future refuse <br />placed over Module "I" in extension and completion of Area 1 <br />■ Installation landfill gas collection system <br />■ Placing partial cover on those surfaces of Module "I" that are not covered by the <br />HDPE barrier or final closure <br />■ Installation of two (2) groundwater monitoring wells <br />• On February 24, 2007, the County transmitted the Construction Quality Assurance <br />(CQA) Certification Report for the FSL Improvement Project to CVRWQCB, noting that <br />this fulfilled the final requirement of CAO R5-2004-0706. <br />• In a letter dated March 20, 2007, CVRWQCB accepted the CQA Certification Report for <br />the FSL Site Improvement Project. <br />• On October 1, 2013, the County submitted the Final Evapotranspiration (ET) Cover <br />Assessment Report. <br />• In a letter dated July 11, 2014, the CVRWQCB accepted the October 1, 2013 ET Cover <br />Assessment Report. <br />• In a letter dated July 29, 2014, CalRecycle accepted the February 24, 2007 CQA <br />Certification Report. <br />• On August 1, 2014, CVRWQCB issued a NOV for FSL. <br />• In a letter dated August 6, 2014, the County requested that CAO R5-2004-0706 be <br />rescinded, since all of the requirements were completed and subsequently accepted by <br />both the CVRWQCB and CalRecycle. <br />• On August 25, 2014, the County submitted an Engineering Feasibility Study to address <br />the concerns of the August 1, 2014 NOV. <br />Foothill Sanitary Landfill 3 Department of Public Works, Solid Waste Division <br />Revised Engineering Feasibility Study County of San Joaquin — December 19, 2014 <br />
