As such, by 9 January 2015, please revise and submit a work plan that reflects the design change and describe the rational for the design change. Secondly, prepare geologic cross sections with all site groundwater wells to characterize the subsurface conditions. Include screen intervals and historic high and low groundwater elevations and last known VOC detections at each well. Foothill Landfill is a large site with data points spaced at great distances, reducing confidence in subsurface details. Please do not overextend your knowledge of the underlying geology without supporting data. A proper assessment will take several cross sections to flesh out. Last year the County had to replace one well at the Foothill landfill (MW -1), two wells at the Harney Lane landfill (MW -3 and MW -4), and two wells at the North County landfill (G-2 and G-5). In addition, several other wells at the North County landfill only have a couple feet of water in them and may need to be replaced if the drought continues. The lack of precipitation has caused many farming operations to extract more groundwater, which are causing the County's wells to go dry. The multi -screen well construction method will probably become the standard at County landfills. Please find attached the 15 -year data that you requested. However, before staff concurs please provide a table of historical groundwater elevations from site wells that backup your assertion of a declining water table. What is the expected decrease annually? What has the decrease been over the last five, ten, fifteen years, etc. This will help staff concur with the modified well construction. Please provide as soon as possible so that staff may provide a concurrence and the project proceeds on schedule. Thank you.
