HAZELTON AVENUE STOCKTON, CALIFORNIA 95201 (249) 468-3000 FAX (209) 468-2999 vn nv.sjgov.org/pubw,orks SUBJECT: ANNUAL REVIEW OF FINANCIAL ASSURANCES MECHANISMS AT FOOTHILL SANITARY LANDFILL Dear Mr. Del Frate: Please accept the following review of financial assurances for closure, postclosure, operating liability, and corrective action at the Foothill Sanitary Landfill (FHSL) submitted in accordance with the WDR. Financial assurance for closure for FHSL is provided by a Closure Enterprise Fund established by San Joaquin County's Resolution R-90-1190, passed on September 25, 1990. In accordance with Title 27, California Code of Regulations Section 22225, a demonstration of the minimum fund balance calculation must be submitted to the California Department of Resource Recovery and Recycling (Cal Recycle) by the anniversary date of the fund. The last report was submitted to Cal Recycle on September 24, 2014 for the period of August 1, 2013 to July 31, 2014. A copy of this report was also submitted to Water Board staff. In that report, the closure cost estimate was increased by the 2014 inflation factor, as required by Cal Recycle, to $28,397,556. The minimum required closure fund balance for the reporting period was $1,146,354.19. FHSL's actual closure fund balance is $3,360,455.68. The current closure fund balance is approximately 2.93 times more than the minimum required closure fund balance. • Postclosure maintenance funding is provided through Pledge of Revenue Agreement 94-1137. A copy of the Pledge of Revenue Agreement was previously submitted.
