Foothill Sanitary Landfill - 2 - 27 July 2015 <br /> San Joaquin County <br /> Staff's main concern with the EFS addendum is the number of soil gas probes being proposed <br /> for reconstruction in Phase 1. The addendum proposes to reconstruct probes SG-2, SG-3, <br /> SG-5, and SG-11. The addendum proposes to install the four probes and based on field <br /> measurements, additional probes will be proposed. New probes and screened intervals will be <br /> based on VOC detections measured in the new triple-completion probes. <br /> Staff has reviewed the latest data from the Annual 2014 groundwater monitoring report and it <br /> appears that historical LFG conditions continue to exist in the vadose zone with the highest <br /> number of VOCs recorded during this event coming from gas probe SG-1. Probe SG-1 is <br /> located in the vicinity of well MW-3, which also reported VOCs detections in groundwater. <br /> Furthermore, probe SG-1 is also in the vicinity of gas probes SG-10 and SG-11. <br /> Therefore, soil gas probes must be reconstructed as triple completion wells during Phase 1 and <br /> shall include SG-2A, SG-6A, SG-10, and SG-11A. Once installed, monitoring of soil gas probes <br /> shall be conducted in accordance with Monitoring and Reporting Program (MRP) R5-2015- <br /> 0058. All existing single gas probes (SG-1, SG-3, SG-4, SG-5, SG-7, and SG-9) shall also be <br /> monitored in accordance with the MRP. <br /> The Discharger has outlined a schedule of completion for Phase I that appears excessive. The <br /> EFS required by the 1 August 2014 NOV has been slowed by multiple reiterations and meetings <br /> requiring clarification and more detail. Therefore, staff requests the Discharger submit monthly <br /> progress reports with updates of the formal bid process, preparation of a Request for Proposal <br /> (RFP), advertising the RFP, bid review, bidder selection, and Board of Supervisor approval and <br /> award. The Discharger shall conduct the ROI analysis and modeling and present those results <br /> by the 1 October 2015 progress report. The first monthly progress report is due 1 September <br /> 2015. <br /> Once the Discharger has awarded the bid, the Discharger shall perform the approved Phase 1 <br /> scope of work, forthwith. The Discharger anticipates the completion of Phase 1 construction by <br /> 31 January 2016 and submittal of well installation report by 31 March 2016. In this report, the <br /> Discharger shall evaluate the monitoring data to determine the extent of contamination resulting <br /> from the release of LFG to the vadose zone and groundwater and contain a schedule for the <br /> Phase II scope of work. <br /> The Discharger may submit PDF documents to either the <br /> centralvalleysacramento@waterboards.ca.gov email or submit the documents to Geotracker.
