A copy of the inspection report with site
photographs is enclosed for your review.
The inspection indicated that liner was being installed on the north excavation slope adjacent to Module 1
and that foundation layer soil was being installed on the base of the module. Construction of the
module's LCRS sump had also begun, including pan lysimeter and riser pipe trench work. A large storm
water pond was also under construction immediately southeast of the module. Completion of Module 2
construction is anticipated by November 2015.
The Discharger appeared to be making good progress on completing installation of Module 2 consistent
with the approved design report and project schedule. In accordance with your WDRs (Construction
Specification F.27, Standard Provision & Reporting Requirements), please submit the final as-built report
documenting construction of Module 2 prior to start-up of the module. As noted in the inspection report,
staff is willing to consider interim approval of module start-up in advance of submission of the final report
provided that sufficient justification and supporting documentation is provided.
If you have any questions regarding this letter or the subject inspection, please feel free to contact me at
(916) 464-4641 or John.MoodyCaD-waterboards.ca.gov.
John Moody, P.E.
Water Resource Control Engineer
Title 27 Permitting and Mining Unit
Enclosure
cc: Christine Karl, Permitting & LEA Support, CalRecycle, Sacramento
Robert McClellon, San Joaquin County Environmental Health Department, Stockton
Marcus Davenport, San Joaquin County Department Public Works, Stockton
Michael Raub, Advanced Earth Sciences, Inc., Irvine
KARL E.
