This letter <br />provides background information and summarizes our discussion. <br />The Foothill Landfill is a Class III Waste Management Unit located on an 800 -acre parcel in <br />eastern San Joaquin County. Waste disposed at the landfill includes commercial and household <br />waste, construction/demolition waste, and agricultural waste. <br />The landfill is comprised of unlined Area "I" (previously designated "Module `I' "), Lined Area 1, and <br />future Lined Areas (Figure 1). Approximately 120 acres of the 800 -acre parcel have been <br />developed at this time. <br />Refuse placement in the approximately 85 -acre unlined Area "I" began in the 1965 when the landfill <br />was operated by a private enterprise. The County became owner of the property in 1992. <br />Lined Area 1, which encompasses approximately 34 acres, was constructed directly south of Area <br />"I" in 2003 (Figures 1 and 2). In 2006, the Area 1 liner was extended onto the native soil north of <br />the original Area 1 liner, between Areas "I and 1. HDPE geomembrane was also placed over a <br />portion of unlined Area "I" in the project of 2006 (Figure 2). <br />
