HAZELTON AVENUE STOCKTON, CALIFORNIA 96201 (209) 468-3000 FAX (209) 468-2999 www.sjgov.org/pubworks 1 1, SUBJECT: PLACING ADDITIONAL REFUSE WITHIN AREA "I" WASTE BOUNDARIES AT FOOTHILL SANITARY LANDFILL Dear Mr. Moody:/ Thank you for your time, and that of Marty Hertzell and Bill Bratton, in our meeting of Monday February 24, 2014 to discuss the continuing placement of refuse within the existing footprint, and in particular, within the waste boundary of Area "I", at the Foothill Sanitary Landfill. This letter provides background information and summarizes our discussion. The Foothill Landfill is a Class III Waste Management Unit located on an 800 -acre parcel in eastern San Joaquin County. Waste disposed at the landfill includes commercial and household waste, construction/demolition waste, and agricultural waste. The landfill is comprised of unlined Area "I" (previously designated "Module `I' "), Lined Area 1, and future Lined Areas (Figure 1). Approximately 120 acres of the 800 -acre parcel have been developed at this time. Refuse placement in the approximately 85 -acre unlined Area "I" began in the 1965 when the landfill was operated by a private enterprise. The County became owner of the property in 1992. Lined Area 1, which encompasses approximately 34 acres, was constructed directly south of Area "I" in 2003 (Figures 1 and 2). In 2006, the Area 1 liner was extended onto the native soil north of the original Area 1 liner, between Areas "I and 1. HDPE geomembrane was also placed over a portion of unlined Area "I" in the project of 2006 (Figure 2).
