Disposal Facility Inspection Report (52) <br />Enforcement Agency: 1county of San Joaquin <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE (PRC)AND TITLE 14 AND TITLE 2T CALIFORNIA CODE OF REGULATIONS (CCR) <br />No Violations or Areas of Concern' <br />V <br />A <br />Regulations <br />x <br />20820 - Drainage and Erosion Control <br />Comments: Erosion rills were observed on the west side of Module 'T" No exposed waste was observed. This <br />continuing issue was cited as an area of concern for the months of November and December 2016. <br />A. The drainage system shall be designed and maintained to prevent exposure of waste. <br />B. Cover must be utilized to fill in the erosion rills and prevent exposure of waste. <br />C. Due to the wet weather, utilization of heavy equipment is not recommended. The erosion rills should be filled <br />in with shovels using cover such as straw, straw wattle, compost, or geotextile fabric. <br />Inspection Report Comments:' <br />Routine monthly inspection done on this date and the following was noted: <br />1. Previous violation regarding the manual tarps on the east side of the active face covering the waste for over 24 hours <br />has been corrected. The tarps were removed and the waste was covered with compacted earthen material. Also no <br />daylighting was observed at the active face. <br />2. Previous area of concern regarding the manual tarps on the west side of the active face not entirely covering the <br />waste has been corrected. No exposed waste was observed around the perimeter of the tarps. <br />3. Previous area of concern regarding equipment has been corrected. One of the scrapers and a bulldozer are now <br />working. Facility is also using a rented bulldozer. <br />4. Gas monitoring was conducted with two perimeter gas wells and the following was recorded: <br />SG -120: (S) 0.0% CH4- 0.6% CO2- 21.6% 02- 77.8% BAL <br />(1) 0.0% CH4- 0.7% CO2- 21.6% 02- 77.7% BAL <br />(D) 0.0% CH4- 0.4% CO2- 21.8% 02- 77.8% BAL <br />SG -121: (S) 0.0% CH4- 0.1 % CO2- 22.3% 02- 77.6% BAL <br />(1) 0.0% CH4- 0.4% CO2- 22.6% 02- 77.8% BAL <br />(D) 0.0% CH4- 0.3% CO2- 22.8% 02- 77.6% BAL <br />5. Employees were observed wearing personal protective safety equipment. <br />6. Burrowing animal control measures were in place via bait stations. <br />7. Employees were observed using "bird bombs" to scare the birds away from the active face. <br />8.
