Disposal Facility Inspection Report (52) <br />Enforcementpgency; County of San Joaquin <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />No Violations or Areas of Concern° <br />V A <br />Regulations <br />x <br />20680 - Daily Cover <br />Comments: Daylighting was observed at the active face. <br />A. Disposed solid waste shall be covered with a minimum of 6 inches of compacted earthen material. <br />B. Ensure that the waste is completely covered with soil. <br />C. If necessary, utilize more than 6 inches of soil to ensure that there is no exposed waste. <br />X <br />20830 - Litter Control <br />Comments: Windblown litter was observed west of the active face, including in the retention pond. No <br />windblown litter was observed beyond the site boundary. Personnel was observed picking up the litter. <br />A. Litter shall be controlled, routinely collected and disposed of properly. <br />B. Utilize litter control measures (i.e. litter fences) to prevent windblown litter in quantities that create a nuisance. <br />Inspection <br />Report Comments:: <br />Routine monthly inspection done on this date and the following was noted: <br />1. Previous violation regarding the erosion rills on the west side of Module "I" is in the process of being corrected. <br />During the inspection, the erosion rills were being filled in using shovels. There were erosion rills that still needed to be <br />filled in with cover. These remaining erosion rills were discussed during the inspection. <br />2. No exposed waste was observed around the perimeter of the tarps used to cover the active face from the previous <br />day. <br />3. Gas monitoring was conducted with one perimeter gas well and the following was recorded: <br />SG -117: (S) 0.0% CI -14- 0.1 % CO2- 22.1% 02- 77.8% BAL <br />(1) 0.0% CI -14- 0.6% CO2- 22.2% 02- 77.7% BAL <br />(D) 0.0% CI -14- 0.1 % CO2- 22.3% 02- 77.6% BAL <br />4. Employees were observed wearing personal protective safety equipment. <br />5. Burrowing animal control measures were in place via bait stations. <br />6. Employees were observed using "bird bombs" to scare the birds away from the active face. <br />7.
