Disposal Facility Inspection Report (52) <br />itforcernentAgency County of San Joaquin <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION W OF PUBLIC RESOURCES CODE (PRC) AND TITLE 16 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />No Violations or Areas of Concern <br />Y A .Regulations <br />x <br />20700 - Intermediate Cover <br />Comments: Title 27, Section 20700 (a) Intermediate Cover. The standard states in part: "Compacted earthen <br />material of at least twelve (12) inches shall be placed on all surfaces of the fill where no additional solid waste <br />will be deposited within 180 days to control vectors, fires, odors, blowing litter, and scavenging". <br />On the day of the inspection, in an area where Module 2 butts up to Module 1, inspectors observed Daylighting <br />(exposed waste) condition. The LEA should continue to monitor this situation at subsequent LEA monthly <br />inspections, and elevate to a violation if the condition is not corrected. <br />x <br />20830 - Litter Control <br />Comments: Title 27, Section 20830 - Litter Control. The standard states in part: "Litter shall be controlled, <br />routinely collected and disposed of properly. Windblown materials shall be controlled to prevent injury to the <br />public and personnel. Controls shall prevent the accumulation, or off-site migration, of litter in quantities that <br />create a nuisance or cause other problems". <br />On the day of the inspection, CalRecycle inspector observed onsite litter collecting at the onsite Retention Pond <br />(see photo log) in quantities that could have the potential to create a nuisance or possibly cause other problems <br />to the surrounding environment.
