Disposal Facility Inspection Report (52) <br />Enforcement Agency: I county of San Joaquin <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE (PRC) AND TIME 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />X I No Violations or Areas of Concern <br />Routine monthly inspection done on this date and the following was noted: <br />1. Previous area of concern regarding water ponding at the active face has been corrected. No water ponding was <br />observed. Facility is expected, during subsequent winter months, to properly grade the disposal area to promote <br />lateral runoff of precipitation. Improperly graded disposal areas leading to ponding will result in a violation being <br />cited. <br />2. Previous area of concern regarding daylighting at the active face has been corrected. No daylighting was <br />observed. Facility has been cited, during previous months, a number of times regarding this issue. This issue <br />will continue to be checked monthly. Facility is expected to continue to utilize various methods in order to <br />prevent daylighting (such as the use of ballasts over the manual tarps and ensuring that the tarps are completely <br />covering the waste). Continued daylighting observed at the active face during subsequent inspections will result <br />in a violation being cited. <br />3. Previous area of concern regarding the litter in the retention pond south of the active face has been partially <br />corrected. The litter in the pond has been collected and piled up in one spot. Some litter was observed on the <br />slope on the north side of the retention pond. Facility has begun to install a litter fence north of the retention <br />pond to prevent litter from the active face getting into the retention pond. Facility must be continue to make <br />progress in this area or another area of concern (or violation) will be issued. <br />4. Previous area of concern regarding erosion rills on the north side of Module "I" has been corrected. No erosion <br />rills were observed in this area. <br />5. Back-up alarms were installed on the equipment operating at the active face. <br />6. The thick vegetation around Module "I" was removed. <br />7. Documentation for the tailgate trainings was available for review. <br />8. The Solid Waste Facility Permit was posted in the scale house. <br />9.
