'S ATr0F CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0004 INSPECTOR: Garrett Backus <br /> SITE NAME: Foothill Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: June 15, 2007 OPERATOR <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1) Violation—T27 CCR 20919.5 —Explosive Gas Control—6.2%methane was found in perimeter soil gas <br /> probe SG-4, which exceeds the lower explosive limit of 5%. This is a repeat violation from the last three <br /> months. <br /> The facility submitted a remediation plan to the Environmental Health Department(EHD) on May 30 which <br /> describes the proposed installation of a landfill gas collection well. This well will be added to the existing <br /> landfill gas collection system. <br /> The remediation plan indicates that the well will be drilled through the waste and into the sand lens below. The <br /> EHD will allow the well to be drilled to the bottom of the waste but not into the sand lens layer below the waste. <br /> The well also must be a minimum of 150 feet from the perimeter soil gas monitoring probes. Submit an <br /> updated plan to the EHD for review and approval. <br /> 2) Area of Concern—T27 CCR 20870—Hazardous Wastes—A load of demolition waste observed at the <br /> facility contained seven pieces of treated wood waste (TWW). The TWW consisted of telephone pole material <br /> cut into four foot long pieces. Foothill Landfill is a composite lined landfill but is not certified by the Central <br /> Valley Regional Water Quality Control Board to accept TWW. <br /> Transfer the TWW to a landfill approved to accept this material. Train the site personnel to identify TWW in <br /> incoming loads and direct this material to an approved landfill. Two types of landfills are approved to accept <br /> TWW: Class 1 landfills and landfills which are composite-lined with Regional Water Quality Control Board <br /> approved Waste Discharge Requirements (WDRs) for TWW. <br /> 3) Note - Reviewed the daily load check records. Records were complete and up-to-date. <br /> 4) Note - Reviewed the tonnage and traffic records. Records were within the permit limits. <br /> 5) Note—Measured several perimeter soil gas probes for methane concentration: SG-8 and SG-9 contained <br /> 0%; SG-4 contained 6.2%. <br /> INSPECTOR SIGNATURE: 1114 <br /> , DATE: <br />
