Our DO reported on November 29th that there were no drums on site. It is likely that they
were stolen, as the area has a very intense issue with homeless. New drums have been
delivered to the site as of 1/12/17
#4. 608 CCR 66266.130 Failed to properly manage used oil and fuel filters.
Used fuel filters were found in a white five gallon bucket in the storage room. The filters were
smashed in and sitting in a pool of black liquid. Used oil filters shall be drained of free-flowing
oil, stored in a closed, rainproof container, labeled as "drained used oil filters,"and marked with
an accumulation start date. Immediately properly store and label the filters and ensure that all
other used oil filters are managed in this way. The Flyers representative, Fernando Hernandez,
said that the fuel filters were last changed at the site in 2014. There were used fuel filters dated
10/14/14 found on site. Facilities that generate up to one ton of used oil filters per year may
store the filters up to one year. Facilities that generate one ton or more of used oil filters may
store the filters for up to 180 days. Immediately recycle these filters under a bill of lading and
submit a copy of the bill of lading to the EHD. This is a minor violation.
See response for#1
