S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 1/27/2022 <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ESCALON MINI MART 1097 YOSEMITE AVE, ESCALON January 26, 2022 <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Observed approximately 5-10 gallons of liquid in the 7/8 UDC sump, indicating a leak in the <br /> primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This was corrected on site. <br /> This is a repeat violation, Class Il. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION:Approximately 20-30 gallons of liquid was observed in the 87 STP sump. <br /> -Approximately 5-10 gallons of liquid was observed in the 91 STP sump. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician (by the facility)removed 26-40 gallons of liquid from the 7/8 under <br /> dispenser containment, 87 STP sump and 91 STP sump. Ensure that all sumps and annular spaces are <br /> maintained free of liquid. <br /> This is a repeat violation, Class Il. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on the day of inspection. The report was amended <br /> and replaces the initial report. <br /> During the on-site inspection, two violations was observed. Both violations was corrected on site. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
