Description of project and the LEA's preliminary determination: <br />The Tracy MRF is a permitted large volume transfer facility, located at 30701 S. MacArthur Drive, Tracy, <br />California. On June 7, 2013, the LEA received a SWFP application package from Mike Repetto to revise <br />the existing permit. <br />The LEA finds that the proposed changes are consistent with all applicable certified and/or adopted CEQA <br />documents and is consistent with State Minimum Standards. The application was accepted as complete on <br />July 5, 2013. <br />Proposed changes include: <br />• Increase the tonnage to 1,800 tons per day, and corresponding incoming traffic to 1,245 vehicles <br />per day, to meet the needs of AB 32 for City of Tracy and San Joaquin County greenhouse gas <br />reduction goals; <br />• Expand programs to accommodate the AB 341 mandate of providing commercial recycling to all <br />business and multi -family units; <br />• Expand the construction and demolition operations area and capacity and the inert debris <br />processing area; <br />• Expand the outdoor green waste processing operations to allow the processing of co -collected <br />residential green waste with food waste, to produce compost feedstock and/or anaerobic <br />digestion feedstock; <br />• Include the processing of commercial food waste inside the MRF building, or another building <br />on site, to produce compost feedstock and/or anaerobic digestion feedstock; <br />• Add a I megawatt wood waste biomass gasification plant; <br />• Increase the permitted hours of the facility for processing of materials in the MRF building to 24 <br />hours daily, Monday — Sunday; <br />• Increase the permitted hours of the facility for outdoor processing of materials to 6:00 a.m. to <br />10:00 p.m., Monday — Sunday <br />• Increase the permitted hours for public receipt of materials to 6:00 a.m. to 6:00 p.m., Monday — <br />Saturday. <br />Where to get additional information: <br />A copy of the proposed SWFP revision is available for public review by appointment in the LEA <br />office located at 1868 E.
