Transfer/Processing Report Tracy Materia/ Recovery & Transfer Facility 30703 5 MacArthur Drive, Tracy, California 95377 This Transfer/Processing Report (TPR) is the operations plan and permitting document to revise the existing Full Solid Waste Facilities Permit (SWFP)(SWIS No. 39 -AA -0024) for the Tracy Material Recovery & Transfer Facility (MRF). A TPR is required by the California Code of Regulations (CCR), Title 14, Section 18221.6, to describe the operations of a facility in order to obtain a Full Solid Waste Facilities Permit (SWFP); it describes in detail the operations of the MRF and identifies operational changes requiring the revision of the SWFP. The purpose of the TPR is to identify design features and operation plans that mitigate or control potentially adverse environmental impacts while providing information demonstrating on how the Facility complies with state minimum standards. The operator, Tracy Material Recovery & Solid Waste Transfer, Inc. (Tracy) seeks to expand the existing permitted operations at the MRF, as allowed by the Solid Waste Facility Permit, by making the following operational changes that would be declared to be significant by the California Department of Resources, Recycling, and Recovery (CalRecycle): • Increase the tonnage to 1,800 TPD to meet the needs of AB 32 for City of Tracy and San Joaquin County • Expand programs to accommodate the AB 341 mandate of providing commercial recycling to all business and multi -family units • Expand the outdoor green waste processing operations to allow the processing of co -collected residential green waste with food waste, to produce compost feedstock and/or anaerobic digestion feedstock • Include the processing of commercial food waste inside the MRF building to produce compost feedstock and/or anaerobic digestion feedstock • Add a 1 mega -watt wood waste biomass gasification plant • Increase the permitted hours of the facility for processing of materials in the MRF building to 24 hours daily, Monday — Sunday; The Solid Waste Facility Permit would not be increased with respect to the currently -permitted hours for receipt of waste at the facility for either the commercial operations (4:00 A.M. — 6:00 P.M. daily) or public (6:00 A.M. — 6:00 P.M. daily).
